libk3b-dev software package provides KDE CD/DVD burning application library - development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libk3b-dev
libk3b-dev is installed in your system.
Make ensure the libk3b-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libk3b-dev *
You will get with libk3b-dev package name, version, architecture and description in a table
